The purpose of the Council is to be a completely separate entity from all of the other divisions, yet retaining a connection with the Royalty. A member of the Council cannot be ordered around by anyone except council members, or the Emperors. Members of the Royalty are allowed to have a seat on the council without losing their Royal ranking. The Council does NOT recruit members directly into itself, and only through these methods can their ranks be filled. This makes them the most seclusive and secretive sections of the guild. If a member is on the council, it generally means they are a cut above everyone else.
Minister(4): There are only three Ministers of the Council. They guard the inner secrets of the clan, and steer politics to the advantage of how they see the clan should be run.
Chamberlains (3): There are only 6 Chamberlains of the Council. Their purpose is also a secret.
Gladiator Enforcers (2): These are the members of the Council that most actively participate in games, and defend the clan without fear of reprisal from other members.
Gladiator (1): These are the essential paladins of the clan. They are good, solid players, that can do whatever they want, within the allowances of the council. This allows them to walk amidst everyone else in the clan, without fear of reprisal.
Jester (0): There may only be three Jesters at any given time. Noone, not even the Emperors themselves may order the Jester around. They have no authority, and noone has authority over them. Only a vote can remove them, unless they choose to be ranked up to Gladiator.
